SHOULD I stay or should I go?

What should change in the world?
If you become the President of France what will you change?
For example:
Well, we should support the elderly more, we should control the supermarket prices,

You SHOULD do something, it is a good thing to do or the right thing to do. You can use SHOULD to give advice or to give an opinion.
